Grant Guidelines
- Projects must use funding according to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200).
- LSTA funds may not be used to support costs of ongoing library operations, which are considered a local responsibility.
- Costs for the purchase of consultant services are only allowed if the specific expertise and/or resource required are not readily available at MBLC or Massachusetts Library System (MLS).
- No more than one project is funded per institution/library in any grant round.
- Libraries with two-year projects cannot apply for an award that will overlap with their second year.
- Libraries must be in compliance with the Children’s Internet Protection Act (CIPA) in order to purchase devices that can connect to and browse the internet.
- Applicants who have previously received an award must have completed and submitted all reports, audits, and other required documentation to the MBLC by the required dates.
- Applicants with a history of inadequate management of previous projects and delayed or incomplete reporting may be denied future awards until an improvement in administrative practice can be demonstrated.
