Steps for Application

The Grant Process

  1. Submit a Letter of Intent by the due date
  2. Attend an Application Workshop
  3. Comply with all grant eligibility requirements:
    • All libraries must:
      • be certified to receive State Aid, with or without a waiver
      • have a current Long Range Plan on file at the MBLC, or file one by the due date
      • have a current Action Plan on file at the MBLC, or file one by the due date
      • not have retained the services of an OPM or an architect
      • not have received an MPLCP Planning & Design grant within the previous 10 years, if there is only one library building in the municipality
    • If the municipality has multiple independent libraries and/or a library system with more than one branch, the municipality must:
      • not have received an MPLCP Planning & Design grant within the previous five years, or 10 years for the same building
      • have a comprehensive town-wide plan for library service on file at the MBLC, or file one by the due date (for multiple independent libraries; a system-wide LRP is sufficient for a library with branches)
      • determine which library or branch may apply
  4. Submit completed application to the MBLC by the due date. The application must include:
    • a preliminary investigation of community library needs with a 20-year planning horizon
    • an assessment of current library facilities
    • pictures of site and building, if appropriate
    • a map showing existing and possible future library sites
    • a project budget (for the Planning & Design phase)
    • a timeline, showing projected or actual dates of such events as appointment of a Library Space Needs or Building Committee; completion of library building program; design selection, etc
  5. Receive Town Meeting, Select Board or City Council approval
    • for the Planning and Design project by the due date
    • to apply for, receive and expend Planning & Design grant funds by the due date
    • Grants are reviewed and ranked by at least three independent reviewers. For criteria, see the State Regulations
    • Receive a provisional Planning & Design Grant award
    • Confirm local funding by the due date
    • Accept grant award
