MPLCP Construction 2016: Eligibility

Is My Library Eligible?

In order to apply for a construction grant, your library:

  • must be certified to receive State Aid to Public Libraries, with or without a waiver
  • must have a Long Range Plan through FY18 on file at the MBLC by October 3, 2016
  • must have an Action Plan for FY18 on file at the MBLC by December 2, 2016
  • must not have received an MPLCP construction grant within the last 20 years
  • must have a library building program and schematic design accepted by MBLC staff

For municipalities with multiple independent libraries and/or a library system with more than one branch:

  • a maximum of one construction grant award will be made every 5 years, for different facilities within that municipality
  • a comprehensive town-wide plan for library service must be on file at the MBLC by October 3, 2016
  • the municipality will determine which library or branch may apply

Is My Project Eligible?

In order to qualify for a grant, your project must be an Approved Public Library Project (see the definition in the regulations) which has been approved by a majority vote of Town Meeting or City Council. Eligible projects include new construction, addition/renovation, renovation, and conversion (of a non-library building). Construction grants are not intended to fund repair or maintenance projects.
